Description

1. Vision 1.1: The Khyber Pakhtunkhwa Spending Effectively for Enhanced Development should be known as a provider of an excellent internship programme for young graduates.

2. Definition of Internship 2.1 Commitment to provide short-term supervised work experience usually related to a student’s specific field of study or career aspirations. 2.2 The programme will combine practical work experience with a structured learning experience through specific briefs aimed at achieving the identified objectives of Khyber Pakhtunkhwa Spending Effectively for Enhanced Development.

3. Objectives 3.1 The policy aims to help young graduates in different fields develop their intellectual skills, provide them with experiences that encourage them to become contributing, caring members of their communities, and also make them acquainted with the functioning of government machinery. 3.2 Due consideration should be given to ensuring: (a) interns are adequately supported to ensure excellence; (b) continuous monitoring and evaluation are provided to ensure added value and enhancement of the project’s reputation; (c) positive experience for interns.

4. Eligibility Criteria The criteria for the selection of an intern will include: Degree (16 & 18 years of education) in various disciplines as per requirement. The PMU will upload ToRs on the official website of the Government of Khyber Pakhtunkhwa, and candidates will apply as per the internship policy of the Government of Khyber Pakhtunkhwa. YPOs will be hired as per the policy of the government of Khyber Pakhtunkhwa.

5. Benefits 5.1 Interns will be offered an honorarium of Rs. 25,000 per month. 5.2 During the period of the internship, interns will be allowed casual leaves of two days a month (in addition to Saturdays, Sundays, and public holidays).

6. Title of Intern 6.1 By title, an intern will be regarded as a “young professional officer.”. This shall be treated as the official designation of the intern, especially on his internship ID card, certificates, and other official correspondence.

7. Obligations of the Intern 7.1 The intern will demonstrate a willingness to participate fully and actively in the learning experience by planning their programme of work with their supervisor. 7.2 The intern will participate in the introduction and orientation programme of the project. 7.3 An intern is required to conduct themselves at all times in a manner that will not be detrimental to the image and standing of the project. 7.4 The project reserves the right to terminate an internship without notice if the required standards of behaviour and code of conduct are not met. 7.5 An intern is required to keep confidential all information, including unpublished information made known to him/her during the period of the internship. 7.6 At the end of the internship programme, with the assistance of his/her supervisor, the intern will complete a report on his/her assignment. 7.7 An intern is required to discuss his/her progress regularly with his/her supervisor.

8. Obligations of the Project 8.1 The project will provide the intern with a conducive working environment and working space. 8.2 The project will provide the requisite equipment for the term of the internship. 8.3 The project will pay the intern monthly for the duration of the internship.

9. Quota 9.1: The offered opportunities will have 50% weight for females.

Project Details

The Government of Khyber Pakhtunkhwa has been engaged with the World Bank for a result-based financing intervention “to improve revenue mobilisation and public resource management.”. The programme includes two major components: Component I—Programme for Results—has been prepared for USD $100 million, which includes indicators for reform initiatives and corresponding targets, which will trigger the disbursements to provincial governments as a result of the achievements of targets across 5 years of the programme. 1.1 Efficient Revenue Mobilisation: 1.1.1 STS Compliance: % registered taxpayers who filed their returns in past year 1.1.2 Database integration in tax administration 1.1.3 UIPT surveys (number of cities with updated surveys, valuations and digitised UIPT records) 1.2 Public Resource Management: 1.2.1 Cash management based on regular consolidation of cash balances and regular cash plans 1.2.2 Improved management of Pension Fund assets & liabilities 1.2.3 % of ADP funds allocated to unapproved projects 1.2.4 # of TMAs using FMIS to record transactions Component 2: Technical Assistance and Capacity Building: 2.1 Providing Foundational Support for e-Government Functionality The objective of this component is to improve the GoKP’s e-government functionality and equip it to facilitate administrative processes in a few selected government departments. The programme will support the government in undertaking a review of the full business processes in selected departments to determine the current state (“as is”), propose an action plan for the expected state (“to be”), and provide end-to-end automation for administrative processes in a few selected departments. This component will finance activities related to business process mapping, automation of government administrative processes, and provision of the requisite ICT equipment and infrastructure for implementation. 2.2 Programme Coordination and Support The objective of this sub-component is to support programme coordination and implementing departments to undertake their activities in a timely manner, enabling them to achieve the targeted outcomes. The sub-component will finance the following activities: a) Programme Coordination; b) Capacity Building; c) Communications and Stakeholder Outreach; d) Programme Monitoring, Evaluation and Verification; e) Third Party Verification, f) Internal Audit.
